El Instituto de Formación Técnico y Profesional (INFOTEP)

Cuando en el año 1980 una comisión integrada por el Dr. César Estrella Sadhalá, Secretario de Estado de Trabajo; el Ingeniero José Turul, en representación del Consejo Nacional de Hombres de Empresas, sección Herrera; y José Gómez Cerda, secretario general de la Confederación Autónoma de Sindicatos Cristianos (CASC). Establecimos las bases para la creación del Instituto de Formación Técnica y Profesional (INFOTEP), nunca pensamos que esa institución podría llegar a tener una actividad, como la realizada el 20 de noviembre 2018, en el Palacio de los Deportes, en Santo Domingo, con más de 26,000 jóvenes graduándose de diferentes oficios y profesiones.
El Instituto Nacional de Formación Técnico Profesional (INFOTEP), fue creado por la Ley 116 del 16 de enero de 1980 y es regulado por el Reglamento 1894, del 11 de agosto del mismo año. Es una organización autónoma investida de personería jurídica, de carácter no lucrativo y patrimonio propio, fue una ley propuesta por el diputado y sindicalista Henry Molina.
El profesor Juan Bosch había instalado varios centros de formación técnico y profesional en el país, de los cuales solo perduraron los que habían sido administrados por las Fuerzas Armadas, de ahí salió Osvaldo Díaz, el primer director del INFOTEP.
Henry Molina conoció los principales centros de formación técnica y profesional, por medio de visitas a entidades e instituciones dedicadas a esas tareas, por mi parte me formé en el Instituto “Las Palomas”, en Madrid, España donde, en 1964, conocí lo que era la formación técnica y profesional.
En la ley sobre el INFOTEP el legislador que la propuso, Henry Molina, previó que la Organización Internacional del Trabajo (OIT) avalara su proyecto, incluyendo que la administración fuera en forma tripartita, con igualdad; tres representantes del gobierno, tres de los empleadores y tres de los trabajadores, algo que existe en pocos países del mundo, que la formación técnica y profesional estuviera dirigida por estos tres sectores de la producción.
Lo que si teníamos claro, los miembros de la Comisión Organizadora del INFOTEP en 1980, era, que esa institución, debía tener las raíces bien profunda para que pudiera dar frutos para el deleite de la formación técnica y profesional, especialmente para los jóvenes trabajadores dominicanos.
Los tres estamos en esa época en la dirección del Instituto Dominicano de Seguros Sociales (IDSS), y no queríamos incurrir en los mismos errores que se cometieron en esa institución, y que todavía perduran.
Con un proyecto de Alemania se inició el plan dual, de unificar el trabajo con los estudios, lo cual sirvió de base para el lanzamiento del INFOTEP.
Hoy día existen 276 Centros Operativos del Sistema, las comunidades y los talleres móviles, hasta octubre de este año, el INFOTEP ha entregado 723 mil certificaciones.
La INFOTEP es un modelo para los jóvenes que se inician en el mundo del trabajo, con una sólida formación, eso lo demuestran los miles de trabajadores jóvenes que deben sus estudios y las posibilidades de trabajar, a la educación que recibieron de ese instituto de formación técnica y profesional.
